CHICAGO (Reuters) - Chicago teachers and the nation's third-largest school district ended negotiations on Sunday without an agreement, School Board President David Vitale said, and the union scheduled a press conference to say whether there would be a strike. Vitale said the city of Chicago had made its "best offer" to the union. "We assume we're basically done for today.
